These Rules constitute an official offer (a public offer in accordance with Article 437 of the Civil Code of the Russian Federation) by the Mandrogi Hotel Complex (hereinafter referred to as the Village of Mandrogi, the Administration) to enter into an agreement for the provision of yacht and boat mooring services (hereinafter referred to as the Mooring Services). The agreement is considered concluded for a vessel (hereinafter referred to as the Vessel) upon mooring at the berthing facilities of the Village of Mandrogi. The geographic coordinates of the entrance to the berthing facilities of the Village of Mandrogi, shown on the map, are: φ 60°53'77" N λ 33°49'29" E.
The Administration Office is open daily from 9:00 AM to 5:00 PM. The dispatch service is open daily from 9:00 AM to 11:00 PM, tel. 8 (813) 655-90-00. Vessels can enter and exit the berth around the clock.
Vessels arriving at the berths of Mandrogi Village must notify the Dispatch Service in advance of the current date and time of call to indicate the assigned berth (berth number) assigned by the Administration. The Administration reserves the right, if justified by the need, to change the Vessel's berth by notifying the Navigator in advance. If the Vessel refuses to change the berth, the Administration reserves the right to refuse further services. To formalize the Vessel's berth, the Navigator is required to present the Vessel's ship's ticket or a copy thereof to the Dispatch Service upon arrival at the berths of Mandrogi Village upon request. Upon departure from the waters of Mandrogi Village, the Navigator is required to notify the Dispatch Service of the departure.
Services provided in Mandrogi Village: - Berth provision; - Wireless Internet (included in the berth price); - Electricity (included in the berth price); - Water supply. The Vessel Owner and/or Navigator are responsible for any damage to the shore power points to which the Vessel is connected. Payment for Berth Services is made in cash or by bank transfer at the Administration office upon mooring the Vessel.
The Vessel Owner and/or Navigator are fully responsible for the Vessel's maneuvering and presence in the waters of Mandrogi Village. The Vessel must be securely moored to the berth and navigated with the utmost care in accordance with all applicable laws and regulations. The Vessel Owner is fully responsible for any damage to equipment located on the territory or waters of Mandrogi Village, as well as for the consequences of any accidents to people resulting from improper operation, handling, or maintenance of the Vessel. The Vessel Owner and/or Navigator must ensure the constant presence on board of a person responsible for ensuring safe berthing (in accordance with the requirements of the Inland Waterway Navigation Rules).
The Vessel may be used within the territory or waters of Mandrogi Village for recreational purposes only. Use of the Vessel for commercial activities, as well as any advertising and propaganda, without the consent of the Administration, is prohibited. Discharge of ship waste and sewage, waste oil, any petroleum products, bilge water contaminated with petroleum products, and any garbage and waste overboard are prohibited within the waters of Mandrogi Village. Appropriate waste collection containers are available within Mandrogi Village for waste disposal.
Mandrogi Village is a popular recreational destination. Therefore, noise emissions must be kept to a minimum at all times. Vessel engines must be equipped with effective mufflers. Extended engine operation while the Vessel is moored is not permitted. Walking dogs without a leash and muzzle is prohibited within Mandrogi Village. Pet owners are responsible for cleaning up after their pets.
The berth must be clear for passage. Storing any items or equipment within the berth is prohibited. Strapping any mooring or other cables or wires across the berths is prohibited. Any objects installed on the Vessel must not obstruct free passage along the berthing structures.
The Vessel Owner and/or the Navigator may perform maintenance work on the Vessel. In the event of significant repairs, the Administration may require the Navigator to move the Vessel outside Mandrogi Village.
